The title of this year’s forum is:

“Copernicus shapes”

The forum’s title emphasizes that the functioning Copernicus program also shapes the national landscape increasingly. Was the focus of the past events on reaching the active usage of Copernicus and to show potential areas of application so it is clearly noticeable that Copernicus affects the political, public and economical daily life since at least the adoption of the Copernicus strategy of the Federal Government (2017). We want to discuss the “how and where” together with you. We are looking forward to an exciting event!

The forum takes place at the Federal Ministry of Transport and Digital Infrastructure (BMVI), Invalidenstraße 44,  10115 Berlin, Germany on November 27 – 29, 2018.

Along the theme “Geospatial Sensor Webs – Sensor Data Analytics” this year’s conference will focus on various aspects of sensor web and analysis of measurement data. Researcher and experts are meeting to share and discuss their ideas, applications and solutions during the conference. Use the possibility and inform yourself about current developments in the field of sensor web technologies, innovative projects with real time data as well as tools for visualization and analysis for measurement data and practical examples of use.

The observation of mining consequences bears not only a huge challenge for the Ruhr area but also internationally. How can by means of data from outer space, data from earth observation and Copernicus satellites risks being calculated better and sustainable actions planned optimally with innovative solutions. Therefore more than 140 participants from 20 countries came together in Bochum to discuss also the applications possibilities and necessary innovations in further interesting fields such as energy, agriculture, forestry and urban and spatial planning and to work out concrete developments and solutions.

Invitations for the conference were sent out by ZENIT GmbH and TH Georg Agricola University of Applied Sciences as organizers as well as DLR (German Aerospace Center), DDGI (German umbrella organization for geo-information), Bochum Economic Development Agency and European Umbrella organization for Geographic Information (EUROGI) as co-organizers.

The conference started with a pre-conference event in the Carl Zeiss Planetarium on April 18. Its Prof. Dr. Susanne Hüttemeister excited the guests with a technical as well as entertaining program from the origin of the universe to contemporary basics of satellite technology and systems of which more than 1,700 are already orbit around the earth.

Dr. Karsten Lemke, general manager of ZENIT, and Prof. Dr. Jürgen Kretschmann, President of the TH Georg Agricola University of Applied Sciences, welcomed the participants of the conference at the student center of the THGA. Grounding themes of the opening speeches were innovation, new technologies, internationalization and structural change caused by mining over the last decades and which will also form the future.

The keynote speech of Julia Ioannou, coordination manager of the Copernicus support office at the EU gave a current overview of the Copernicus programme. There were references to potentials and chances which arise trough free provision of the data (open data), information and communication technologies like big data and cloud computing as well as through the manifold application possibilities. The following lectures presented successful realizations of innovations, products and services on the market as well as requirements and conditions that are therefore necessary. Dr. Oliver Lang of AIRBUS D&S showed products and applications which have especially the use of various satellite data as basis. Godela Rossner of the German Aerospace Center (DLR) referred to the Copernicus strategy of the federal government in which amongst others the significance for science is pointed out. Hereby the DLR is a big player for the provision of Copernicus data and the spreading of future oriented technologies.

Background: ZIM-cooperation network CopServ

Along the theme “Promote innovations, generate growth” ZENIT is in charge of a further cooperation network in the Central Innovation Programme for SMEs (ZIM) since beginning of 2017 where SMEs, R&D institutes and further partners are working together.

Basis is the European satellite program “Copernicus” which offers new chances for innovative ideas and products. On the basis of the combination of satellite data, terrestrial observation systems and databases it provides information which can help to react more efficiently on current challenges like climate change or to open up new growing markets. So far the potential of this data has only been used partly.

Aim of the new cooperation network is to change this and to use the synergy effects for trend-setting solutions and products. Possible fields of application are in the energy industry with the focus on renewable energies, water economy, and agriculture, in the area of post-mining applications which is especially important for the Ruhr metropolis or in tourism and strikes current technology trends like digitalization or big data processes.

A workshop organized by BSH (Federal Maritime and Hydrographic Agency of Germany), UBA (German Environment Agency) and DWD (Germany’s National Meteorological Service) at the BSH in Hamburg on February 7 – 8, 2018.

By free provision of environment data the EU Copernicus program makes an extensive contribution to environment monitoring. This workshop should support users to evaluate the complex relations between marine, climatologic and terrestrial questions by using Copernicus data.

During the workshop basic information about the Copernicus program and national application examples was presented. In a “world café” questions about the provision and usage of Copernicus data were intensively discussed between the participants at the end of the first day. The focus on the second day was to impart the first steps of handling the various date in the daily business. Access through different platforms from ESA to CODE-DE platform was demonstrated practically and comprehensible for the participants on their own devices. At last further steps of processing and usage in various GI-systems were understood.

Conclusion: a successful event which has given manifold information and offered incentives for using Copernicus data. Many thanks to the organizers.

The cooperation network “CopServ” wants to change this and to initiate technological developments and to realize marketing activities as well as to use synergy effects inside the network for future-oriented solutions and products.

At the informative meeting experts from the network CopServ as well as specialists from various client industries show which solutions are worked out so far, which requirements result from industry-specific processes and which trends and developments arise around the topic Copernicus.

“World-Café” was the concept of choice on this day and that meant for the participants primarily the possibility to exchange in a pleasant and uncomplicated atmosphere. In the World Café they discussed on alternating tables various questions around Copernicus. Along the theme “Europe’s perspective on the world” the participants determined possibilities for Copernicus regarding the topics “Cloud Computing”, “Data analysis and applications” as well as for “sensors and sensor systems”. In appealing short presentations the workshop participants introduced their results afterwards. These are relevant for the future networking as well as possible R&D projects.

The cooperation network CopServ is founded within the framework of the ZIM program of the BMWI (Federal Ministry for Economic Affairs and Energy) and is a consortium of companies and research institutes as well as universities. The aim is to make Copernicus date more usable for energy and water industry, mining and post-mining, renewable energies, environment and nature conservation as well as forestry and to identify new applications for further industries which can apply these data for their products and processes profitably.

If companies, research institutes and universities are interested they can contact the network management and join the network in order to benefit from the advantages of the network. The network is in phase 1, which lasts until November 30, 2017 and shall win new partners for phase 2 (December 1, 2017 – November 30, 2019). The network is managed by a three-person management team of the ZENIT GmbH, Mülheim an der Ruhr.

Markus Müller, Business Unit Manager Public Sector at AED-SICAD, is looking forward to further exciting meetings. “The innovation dialogue was a very innovative opportunity to get together with representatives from totally different sectors – industry, public authorities and science. DIALOGUE CREATES FUTURE – PROGRESS BY INNOVATION

Background of the innovation dialogue is the identification of possibilities for collaboration between science and industry directly from the network. Problem solving for needs from science in research and development environment shall be determined in order to make marketable products from research and development results.

Therefore companies, authorities and science already prepare themselves intensively how possible mining risks can be recognised early and coped with. “Post-mining requires an extensive risk management and modern control methods” stated president of the THGA Prof. Dr. Jürgen Kretschmann. “Future-oriented action of all involved parties, many of which are here today, is necessary to make post-mining time a good one. Cause it offers huge chances for the region for instance for urban development, job market or local recreation.”

The conference with the title “Recognizing and mastering risks – definitions, implementations, experiences” picked up post-mining challenges from various perspectives – from the perspective of the responsible mining authority, from company perspective or in the eye of scientific research. Also experiences from the Thuringian Kali-Südharz area or from the mine water rise at the mine Königstein close to Dresden, where Wismut GmbH mined uranium-bearing coal mine, were exchanged.

Which daily challenges are presented by the cave-in causing traces of mining for the mining authority NRW were clarified by Andreas Welz of the district council Arnsberg: the risk management old mining of the mining authority NRW covers at the moment 2,500 abandoned shafts, 940 of these in areas where no risk can be taken. In addition there are undiscovered cavities which are close to the surface. Together with the geological service NRW a database is developed with current information on the geographical spread of near-surface deposits.

Further presentations highlighted the terms “thread” and “risk” from a legal point of view or showed how different companies handle the topic post-mining: besides RAG Aktiengesellschaft also Thyssen Krupp AG or Netz AG of the Deutsche Bahn has to implement actions, which prevents preferably proactive damages. That this minimization of risks comes up against limiting factors, was pointed out by Tobias Friedrich, DMT GmbH & Co. KG, which has decades of experiences with minin exploration and restoration. “No one can guarantee a one-hundred-percent safety; there always remains an element of risk. Thus it is important to weigh up the relation between cost and benefit.” Because as complex as the risks of post-mining are the possibilities, how they are detected and what must be to detect them and what must be observed – from the research of old cracking to exploratory drilling with 3D laser scanner.

Also at the research institute of post-mining of THGA surveillance strategies are a main topic, for instance by planed mine water rise, by gas immigration or by exploitation of mining effects. Scientists use satellite remote sensing data to develop innovative monitoring procedures in old and post-mining. Thereby also an early-warning system for mining consequences is possible. “The structures of mining are for example causing alterations of the hydrologic balance, which we can register with satellites. This helps us to retrace spatiotemporal processes and to detect consequences on the day surface early.” Says Prof. Dr. Goerke-Mallet who presented current projects in his lecture. Of particular importance is therefore a responsible risk communication stressed Prof. Dr. Christian Melchers, Head of the Research Institute of Post-Mining. “To create a broad acceptance for subsequent actions post-mining developments have to be communicated with highest possible transparency The THGA and district council Arnsberg therefore want to inform politics, the public and expert groups at an early stage about problems, which need to be managed in the course of risk management, and to incorporate them in ongoing processes.
The conference NACHBergbauzeit in NRW is organized every two years in cooperation between district council Arnsberg and TH Georg Agricola University of Applied Sciences. In former years the aspects old mining (2011), subsequent use of former mining areas (2013) and mining water concept (2015) have been in the focus – the correspondent papers are now released as conference proceedings for the first time published by the university and the district council. The among experts well established conference shall be continued in the coming years.

The welcoming speeches have been held by representatives of four federal ministries. The fact that an event gets the concurrent support of four ministries shows its uniqueness and thereby also the importance of remote sensing and Copernicus. Sensing and Copernicus are borne by the federal ministries of transport, interior, environment and agriculture and all welcoming speeches emphasized the significance and meaning of satellite data.

Mister Klaus Vitt, State Secretary at the Federal Ministry of the Interior, Building and Community, requests administrations and authorities to make sustainable and modern regulations which support the open data process and to follow the example of the federal government and the Copernicus strategy. The current heterogeneous license and usage models of the states are neither up to date nor are they coping with the manifold usages.
